Hi Watford Central library holds all copies of the Watford Observer from its conception to date on fiche/film.... unfortunatly its not indexed, so it would mean trawling through the newspaper for a couple of weeks after the date of the event.... Alternatively, if on the death certificate there is shown a date of the inquest and who perfomred it then you could try writing to : Her Majestys Coroner for the district of West Hertfordshire Leahoe House County Hall Hertford SG13 8DH or you could ring them on 01992 556516/556517 I have found them to be very helpful and efficient in the past...and they may still hold the inquest records for this incident.... You might like to know that Westfield Avenue runs directly pararell to the Radlett Road, and the River Colne is situated in the playing fields across the Radlett Road from Westfield Avenue. both still exist today, so if you were to look at a map of Watford, then you will be able to see how close they are to each other... not far at all for a two year old to wander....
