Looking at it the POTTER family are living next door to the Royston Schools National for Boys, Girls and Infants. National Schools were the schools set up by law to provide free education so Florence E POTTER may well have gone there. In faint writing after the Middlesex Southend is written 'Essex' which is the county Southend is actually in.
