Having exactly the same problem with Herts and Middx where I know for certain where they were 1891. Think the best one is Huntingdonshire where the amount of people are classed as born Hungary. Even a guess on a hard to read census could never lead to this mistake surely. However with patience and using first name searches , birth year and p of b most of mine then turned up under the most ludicrously spelt surnames. Keep plugging away Helen
May I suggest that it is usually far more rewarding to trawl through the whole village on the census rather than just look for one person or one family. Its amazing what you can find. I have just finished walking through Henlow and Arlesey in 1851, lets say I knew there were at least 50 family members in these two villages, however I now have probably over 500, as I have found marriages and children I never even had an idea about. It may be a slow way to do it, but I also have the IGI open on my screen, so when I see a familiar name next door or close to one of my families I check out the marriages or births on the IGI or BIVRI2, and lo and behold I have another family to add to my tree - that happens time and time again.
