In those times an in-law was more often than not a stepchild, stepfather or stepmother etc. So this girl of 13 was the daughter "in law" of the man who was head of the family, he having married her mother. Well I managed to get a little further with a Thomas Sayers marrying a Jane Fowle in Horley, Surrey 1842 It is possible that in 1851 Janes daughter Ann Fowle from East Grinstead is living with her mother Jane Now Sayers and Thomas Sayers and is the daughter in law (or step daugther). She is 13 at the time which then makes her the right age to be living with the Perkins family as the Niece in 1861.
