Dear Mary, Although census returns support a birth 1796, the IGI shows a Sarah Breed baptised at Offley 4 May 1794 daughter of John Breed and Susannah. This was the only couple bringing children to the church at this period and if you go to familysearch.com, which is free, you should be able to identify siblings. A discrepancy of 2 years at this date is not a big thing: Sarah could have been unsure of her age or purposely rounded it down; IGI could have a transcription error. Another possibility is that 1794 Sarah died and a new baby born 1796 was given the same name. This was not at all unusual but why then is there no record of a second baptism on IGI?
