Hi Wendy As far as I know there were no coal mines near to Wellington, Herefordshire. If you have a birth certificate for a birth there which names the father as a coal-miner then what you are probably looking at is a birth to a woman in the area for hop-picking (if around September time), having come either from S Wales or the Black Country area, where of course there were plenty of mines. Perhaps a little more information on why you are asking would help to answer your question more definitively.
