Newtown has always been in Hampshire. It was in Newbury Registration District, which was mostly in Berkshire with a small part in Hampshire. Newtown is in the 1851 Census Index published by Berkshire Family History Society, and also in the 1851 Census Index published by Hampshire Genealogical Society.
