I can't answer the second part of your problem, but the registration problem is all too common. Registration of birthe was required from 1838 but there was no penalty for not doung so. Hence, I imagine a lot of people could see no use in taking time and spending money on a useless piece of paper (even today we don't make much use of them and none of these people were likely to want passports, for example). Hence, they didn't bother. I have seen under-registration put at 15% but if my family is anything to go by it was much higher! After 1875 there was a penalty and so you get birth certificates for all. Best wishes with your other problem Alice Clarke
