    3. In all census years, each Sub-District is divided into Enumeration Districts. An Enumeration District may cover a whole parish or part of a parish, depending on population. For 1861, within East Meon Sub-District, Froxfield is covered by Enumeration District 5 (17 pages) and Enumeration District 6 (13 pages). The part of the parish covered by each Enumeration District is described at the front of the return for that district, i.e. on folio 46 for ED5 and folio 58 for ED6. I was looking at the 1861 census returns for Froxfield on Ancestry.com and thought it would be a good idea to download them all of which there were 13 of them. The following day I was doing another lookup online and it came up with a census return for one that was not in the 13 I had printed off. I looked at them further and noticed that there was different set of 17 as well. The question is, was there two enumerators going around Froxfield doing two different halves or something like that. Does this happen a lot for other areas in the 1861 census and does it happen at all for any other years censuses? Any help on this would be appreciated.
