Hello Rita - this James (on the 1881) gives his birthplace as Street, nr Petersfield on the 1871 census where he is in Peckham, Surrey. The 1861 census he is also in Peckham although I cannot access the image - birthplace probably Petersfield still but badly transcribed. 1851 also says Petersfield. Doesn't help with your query much but might clarify if this is the right one.
