Mike The simple answer is that not all graves had headstones - not sure if you have access to the MI's (available in transcript at the Hampshire RO or on fiche from the HGS) but they should tell you whether there was headstone. Over the years, some stones have been deemed unsafe or have been vandalised and so may have been removed. The Portsmouth Bereavement service based at Milton Cemetery Office should be able to assist.
