Hello James: Ancestry has indexed the 1891 census for all of England and Wales and a nationwide search is possible. The index is not perfect but I believe this 1891 index is better than the one for 1901. So I looked for your RUDMANs and they are not to be found the way you specified. I widened my search to a Soundex for the whole country. This included variations such as RODMAN, READMAN etc. but still no joy. This called for some creative searching and I wondered if the index could have them indexed as something completely different - always a possibility and especially so with non-local indexers. So I started looking for 6 year old Agnes who was born in Stockton. There were some but all were from families which gave no room to be your Agnes. So I moved to 5 year olds in case she hadn't had her birthday yet. Still no real luck but I found this entry which may be worth looking into. 4 Union Street, Stockton RG12/4052 Folio 80 p25 Jno Harburn and wife Mary with sons George 29, William, 18 and Henry 15. After the sons, were listed Ann Eliza aged 24 and two granddaughters Elizabeth aged 6 and Agnes aged 5. All were born Stockton except Mary born Wilby, Yks. I'm guessing that you have been unable to find her birth record. This would be the case if her surname were actually other than Rudman. Assuming that Agnes was enumerated at all and assuming that she made it onto the index (a big if) - this is the only Agnes of about the right age born in Stockton with a potential mother Eliza. I don't know how helpful this can be if you have no other family information but perhaps there might be something to ring a bell... Maybe ENOCH can do better.
