Stacey, The "relationship" column should give you a good idea of the status of each person at that address. You don't mention what it says. Is it that you have not really found your relative in the census itself, but only on eg the free section of the PRO site, which doesn't mention the relationships? If so then you need to access the microfilm of the enumerators' notebooks to get the full story.
