Hi Tom Are you sure you have the correct Percy in the 1911 Census? There is a Percy Stephenson 22 coal miner living at 11 Shepherd St Sunderland with wife Mary Ann 21 and son Thomas 6 months. They are living with Mary's widowed father Thomas William Davison 42 and her siblings Bella 13 and John Carr 9.
