Clearly there was no shortage of Specialls. Eighty-five schools in Sunderland! Hard to credit. Were there insufficient "regular" schools for the demand, or were they of a low quality that encouraged private competitors? The number "24 151" appears in Stan`s reply. Hi Bruce, Until the 1870 Elementary Education Act all schools were private. This Act did not make elementary education free or compulsory but it provided for the building of state schools under the direction of locally elected school boards.
