    3. In England at present it is perfectly legal for a person to obtain any birth certificate for any person living or dead. A birth certificate is simply proof that such a person as the details describe was born on the date shown and does not constitute proof of identification. There does however appear to be a paranoid fringe developing that takes the view that the release of such public records are an intrusion of privacy.
