Dear Karen, a 'beer retailer' (earlier = beer-monger) was a bit further down the scale from an inn keeper. Although ale- or beer-houses have existed since time immemorial (usually run by 'ale-wives'), because of the paucity of decent drinking water, the government passed an act (I beleive it was under Wellington) making it easy for anyone to set up as a 'beer retailer' so long as they had the licence fee of about £ 4. Villages with only one 'pub' could easily have four or five beer-retailers - obviously one such might ascend later to being a fully-fledged inn-keeper (incidentally, as their customers were out working all day, inn-keepers often had another daytime occupation, mostly as farmers if rural).
