There is, and was, no parish in Suffolk or Cambridgeshire called Powellton (or Powelltor, which would not be an East Anglian placename in any case). In Suffolk, the nearest in sound is Pettaugh, pronounced Pettor. The only parishes in Suffolk that begin with P and have three syllables are Peasenhall, Pettistree, Pakenham and Poslingford, none of which seem similar. Only Pampisford in Cambridgeshire seems anywhere near similar. Of course, if you changed the P to a similar-sounding B you might just stretch it to Barton - there is a Barton in both counties. It looks as if it might be a transcription error.
