Brenda, The 1891 Bucks census does not show any William or Charles MASTERS of about that age, however if it's of any help, there is a Harry MASTERS age 6, living in Stoke Poges and born in London. He is living with his mother Mary (27), brother John (4) and sister Annie (2).
