Definitely one possibility is that it's the same person. However, it's just as possible that George died and James married his widowed sister-in-law. My gg-grandfather on my mother's side married two sisters and my wife's gg-grandfather married three sisters. This was not uncommon in those days so it's definitely a possibility.
