I've just realised that you could trace any baptisms & marriages in Amersham back further than civil registration, by buying the Bucks Family History Society transcription of the Amersham parish registers - www.bucksfhs.org.uk It only covers the town, not the registration district, & from FreeBMD you can't tell where in the registration district an event was, but in this case, it appears from the censuses that the TOMS family were in the town, & had been since at least the late 18th century. They were in the 1841 census. Won't help you with Jane Dickens, but the 1891 census should tell you where she was born, & her marriage certificate her fathers name & occupation. Good starting points.
