Hello Olwyn You could try ordering your certificate from West Midlands BMD - here : http://www.westmidlandsbmd.org.uk/index.php The GRO will probably have the birth registered in Dudley, but West Midlands BMD is the local registration district, so will tell you if she was born in Tipton. Might help you narrow down your search even if you do apply again to the GRO.
