Where have you looked for his baptism record? If it is just the IGI or Family Search be aware that the LDS was not originally allowed to film the Parish Registers in Herefordshire, and what is on the IGI/Family Search is just the BTs, with many, many gaps and not all of them were indexed completely either. So I would suggest that you start by examining the actual parish regsters for Yarpole and Bircher and see if you can find it that way. According to the HFHS pre-1837 marriage index there are many possible marriages for a James PREEC before 1820 - none in either of those parishes, but many in nearby parishes. Also have you tried finding Charles in previous census returns, before 1861? You might just be lucky enough to find him still with his parents in 1841.
