I ask as the 1851 UK Census has Richard and his mother living with "others" . Ann, his mother, is listed as a pauper and Richard as a mason's labourer. Would this mean Charles had died? In the 1841 Census the family unit was Charles, Ann (mo), Ricard and sister Anne.
