I don't know whether it answers Hubert's question but, according to the Royal Mail website, there are no odd numbered addresses beyond 27 West Bar Street. From the map of the area it would appear that OX16 9SA (which includes 27 West Bar Street) was just to the east of the Bear Garden Road junction with West Bar Street so if anyone knows the area they may be able to suggest where Elgin House went.
