Many of the UK's libraries give you online access to 19th C. British Newspapers, including Jackson's. It's not just Oxford Library. As Denise says, you will need a membership number. My Cardiff Library card works a treat. You could also look at the OHFS site for Oxfordshire Wills www.ofhs.org.uk and the National Archives Documents Online for more Wills...try searching on place rather than name.
