According to the 1850 census, he was living at Pinegrove, Venango Co. with father George and mother Mary. I'm not absolutely certain that this Richard is mine but (strongly) think so. In the 1860 census, the two men show up again in Orange, Knox Co., IL. In the 1840 census in Cornplanter Twp., Venango Co. there are five Elliott families. I feel he is in there somewhere. There is no enumeration date for the 1840 census but Richard probably wasn't born yet. I have him born in Sept. 1840. So far I have not found them in an 1870 census.
