They are listed together in the 1926 journal of Josiah V. Thompson, vol 17 (at usgenweb), but that may simply be how he recorded them. The cemetery is near E. South St and Hanover St. If they are buried together, Samuel may be a nephew of James. Samuel, husband of Caroline, was the son of Samuel Elliott and Mary Richardson, and grandson of immigrants John and Hannah Fish Elliott who arrived in Phila on May 27 1753 from Manton, Rutland, UK (see Jordan's Col Fam of Phila v 2 p 1636, on the internet).
