Cassie, I don't know what prices you have been quoted. I get my site free (5 megs) with my internet service which costs $20/month. I understand AT&T gives a free 10 megs with service. I am webmaster of a commercial site that is located in Kansas and I think their ISP is even cheaper. Obviously free is a good deal but they are now "charging" by taking possesion of other people's property. If you are willing to pay, give me a figure and I will check with the Kansas ISP.
