22 March, Charlotte, In Georgia in early days ( and likely all the other states as well) the poll tax was the tax that adult whites paid to be able to vote in elections. The efforts at that early day was that the property owners were the ones voting, not the poor or the indigent people. It was a real tax on folks so that they were able to cast a vote! Dear All England either still has a poll tax or was considering renewing it. If you find out the English definition, you will probably learn exactly what a poll tax was. When I was in England in 1991 they were talking about it. I believe it is a tax on every person as sort of a minimum fee that everyone was to pay. It may have been different here because obviously the slave owners didn't want to pay a tax on property, which the slaves were considered to be to justify their enslavement. I will copy some of our English Edmondsons to see what at least the English story is.
