Robert All strip mines must post a reclamation bonds and the only way they get this money (Bonds) back is to follow their reclamtion plan which is filed with the Ky State Reclamtion office. Depending on were you live they have a locale office there or you can call them in Frankfort.You can file a open records request for the information you are wanting.The coal company itself does not have to comply with a open reecords request.
