HOGG, Omega Faye (Ratliff) Had a massive stroke on April 21, 2008, the day of her beloved husband's death. She passed away peacefully on November 29, 2008. Omega was born on March 24, 1927 in Lynch Kentucky to Arka (Creech) and James Butler Ratliff. She married her high school sweetheart and the love of her life, Hubert Hogg, on July 26, 1946, and was the matriarch of a large and loving family. She was blessed with five children: Linda (Chris) Benninghofen, Brenda (Glen) Roddy, Dr. B. Gayle (David) Niehaus, Stephen (Cindy) Hogg and David (Debbie) Hogg. Besides her faith, family was the most important part of her life. She was happiest when spending time with her husband of 61 years, her children, grandchildren, and great-grandchildren. She enjoyed traveling with family to Florida, Hilton Head Island, and to the Memorial Day family tradition for nearly 50 years-Cumberland Falls. Omega was quite gifted academically. She "skipped" several grades of school and received a "full r! ide" (academic college scholarship) that was interrupted by the occurrence of World War II. People who knew Omega well were awestruck by her ability to remember number sequences such as dates, figures, phone numbers, etc. She was a virtual encyclopedia and enjoyed learning until the day she died. She enjoyed writing (and was published), reading, gardening, cooking and baking. She and her late husband, Hubert, raised a vegetable garden and nurtured a beautiful flower garden for many years. The flower garden caused many strollers to stop by and converse about its beauty. Omega especially enjoyed the many events at the Hogg-N-Haus Family Farm over the years. All who continue to attend -especially friends Don and Gertie McCaffrey and the Hogg, Niehaus, Benninghofen, Roddy, Katalinich, and Prospero extended families will sorely miss her. She will also be missed by special Canadian friends, Bill and Mary Getty and local friends, Bill and Shirley Smith, the Milbauer family, Donnie! Smith, Thelma McDowell and many more. Besides her children, Omega lea ves 11 grandchildren: Krista (Clemens II) Bramlage, Scott (Kara) Benninghofen, Alicia (Jason) Romer, Karianne (Jeff) Shaw, Rebecca (Michelle) Baker, Erik (Ann) Niehaus, Heather (Matt) Kirkendall, Jenny Hogg, Jess Hogg, Josh Hogg and Jacob Hogg. She also leaves14 great - grandchildren whose term of endearment was "Big Grandma." They are: Brooke Bramlage, Nadia and Ava Benninghofen, Breanna, Brittany and Beyla Romer, Savannah, Hunter, Shelby, and Victoria Shaw, Bode Baker, Emma and Charlie Niehaus, and Ryan and Meagan Kirkendall. Omega also leaves a sister, Jeann (Richard) Blakley and nephew Kevin Ratliff. She further leaves 2 half sisters, O. Faye Boyd and Wanda Sue (Ralph) Sowers and a half brother, J.B. Ratliff, all of Virginia. Omega was preceded in death by her mother Arka, her father James, a sister, Dorothy, a brother James, loving husband Hubert and most recently, a special son-in-law, Judge David J. Niehaus. The family would like to thank Dr. Manitsas for his gift of ! caring for her through the years and especially the staffs at Berkely and Hospice of Hamilton for the respectful loving care that they gave her up until the time of her death. Services will be private with interment at Millville Cemetery. In lieu of flowers memorials may be made to "The Omega and Hubert Hogg Nursing Scholarship Fund at Berkeley Square" 100 Berkeley Drive Hamilton, Ohio 45013. Robert All strip mines must post a reclamation bonds and the only way they get this money (Bonds) back is to follow their reclamtion plan which is filed with the Ky State Reclamtion office. Depending on were you live they have a locale office there or you can call them in Frankfort. You can file a open records request for the information you are wanting. The coal company itself does not have to comply with a open reecords request. As far as the blasting and other request file a open records request with the MSAH office and they will make that information avaible to you. ----- Original Message ----- From: <[email protected]> To: <[email protected]> Sent: Sunday, November 30, 2008 8:58 AM Subject: Re: [EASTERNKENTUCKY] Strip mining questions > Hi Robert, > I don`t know about the other counties but I do know the coal company posts > in the Licking Valley Courier but it`s very important that each family > member check into this before their loved one passes away. > Connie > > > -----Original Message----- > From: Robert Carneal USA <[email protected]> > To: [email protected] > Sent: Sat, 29 Nov 2008 2:57 pm > Subject: [EASTERNKENTUCKY] Strip mining questions > > > > I am not trying to start an argument, but I am curious. > > I *think* the law states that reclamation is mandatory. Hi Robert, I don`t know about the other counties but I do know the coal company posts in the Licking Valley Courier but it`s very important that each family member check into this before their loved one passes away. Reclamation is "suppose" to be mandatory. That is why they have to put up a bond. But when I was working in Abandoned Mine Lands, the bond was $1,000 per acre and lots of times the companies just forfeited their bonds and let the Abandoned Mine Lands do what they could with the amount of the bond. -----Original Message----- From: [email protected] [mailto:[email protected]] On Behalf Of Robert Carneal USA Sent: Saturday, November 29, 2008 3:57 PM To: [email protected] Subject: [EASTERNKENTUCKY] Strip mining questions I am not trying to start an argument, but I am curious. I *think* the law states that reclamation is mandatory. Whether they follow that or not, that is a different matter. I do have a question. Are the mining companies required to give you upon request (they can ask what you plan to do with the information, explain that you are familial descendent. Obviously, they don't want to help you sue against them, so they can ask why you want the information.) what they plan to do? Including blasting, cutting, etc? Then you can use that information yourself and trace on a map where those would occur, and see if it touches the cemetery / graveyards? I *think* they are required to file with the state, perhaps you can get a copy of it from the state? Anyone know? I also *thought* they had to present, also upon request, what they expect the land to look like after reclamation, showing creeks, lakes, anything they preserve or put in, and you can examine that as well. Is that correct? Thanks. WILMA, ONE THING TO CONSIDER ABOUTY LEAVING THE CEMETERY WHERE IT IS, IS BLASTS CAN CAUSE ALL KIND OF DAMAGE. DOWNHILL SLIDES, GRAVE AND STONE DAMAGE, ETC. THE CORNETT HILL CEMETERY WAS DAMAGED IN IT'S LOWER GRAVES WHEN BLASTS WERE USED TO MINE NEAR THERE. CUTS TO MAKE ROADS NEARBY WOULD CAUSE SLIDES. JB In a message dated 11/29/2008 3:20:06 P.M. Granted, it wasn't a coal company but I think anyone would be wise not to assume that the coal company will follow the law. They need to be approached up front so they know there are people who care. I DOUBT THE MINE COMPANY WILL WANT THE PROPERTY AFTER MINING IS FINISHED. I KNOW OF FAMILIES THAT BOUGHT THE SURFACE BACK FROM THE MINE COMPANIES FOR NEARLY NOTHING. IF I WANTED TO KEEP A PROPERTY, I WOULD GET INVOLVED IN THE RECLAIMATION ISSUES AND IMPROVEMENTS, THEN WORK WITH THE MINE COMPLANY TO KEEP THE CEMETERY INTACT WITH PROVISIONS TO BUY BACK THE SURFACE INCLUDING OTHER PROPERTIES JOINING IT. IT WOULD BE WORTH THE RISK IF THE RECLAIMATION WAS DONE CORRECTLY. WATCH OUT FOR WATER RUNOFF AND DAMS. JB In a message dated 11/28/2008 3:54:30 P.M. BUT, this does not mean that the company will reclaim the land after they are finished mining. They usually just let the bond go and then that amount goes to the Dept. of Abandoned Mine Lands and they use that money to do what reclaiming they can. Sometimes it is enough to do a good job and some times it isn't. I worked for Abandoned Mine Lands for 20 years. And you have to keep right on them about a cemetery. They have been known to mine right up to the graves and even have left some vaults showing. -----Original Message----- From: [email protected] [mailto:[email protected]] On Behalf Of Ada G. I am very worried. Many of those I hold dear are buried in that family graveyard. My ninety year old aunt just died in Martin County. What will happen to the graveyard? The coal company is buying out those who want to sell and they surround my aunt's property. My aunt was the hold-out. She refused to sell. My sister has inherited my aunt's land and she is considering keeping it, but how reasonable is it to keep property surrounded by strip mining? I'd be grateful for any information you might provide.
