Buddug, Non-conformist records are held at the National Archives in series RG4: RG 4/3805 CARDIGANSHIRE: Cydblwyf, Penrhiwgaled (Independent): Births & Baptisms 1818-1837 These are available on microfilm in a number of places, I think LDS has copies.
