Hi Elwyn, I also have a similar photo of my mother (3) and her brother (2)he as a collar/cape of lace, they were born 1908 & 1911 - would suggest my photo about 1913. Both parents of Welsh origin, so perhaps it was a tradition handed down. Do not have any earlier childhood pictures to compare, it would be interesting to find out more about the dress style.
