Yes, Castle Garden was before ellis.? But still its for people who came steerage.? If your ancestor didn't come that way, he's not going to be mentioned.? If you know here your ancestor came to in the USA, look for the name of the county and once you have it, look for a county history.? Your ancestor may be included in that county history.?
