Dear Jen and David On the 1891 census for the parish of Cilgerran, 49 of the 1099 people recorded in that parish, responded totally in Welsh. Using penteulu for head of household as you mentioned and Gwraig for wife etc. 707 are recorded as speaking Welsh only and if that was the case then I presume somehow the responses were translated. 36 spoke english only and the remainder spoke both languages.
