Thank you to all of those who took the time and interest to reply, I now have a sheep stealer in the family, apparently not an uncommon experience for those of us with connections to the western edge of the Beacons. Particular thanks to Jennifer Cairns who was able to provide extracts from the Western Mail Regards and thanks Roger M Evans

You might also find it helpful to read the following, and possibly to follow up some of the links and other references: http://www.nationalarchives.gov.uk/catalogue/rdleaflet.asp?sLeafletID=120 <http://www.devon.gov.uk/contrast/index/councildemocracy/neighbourhoods-villages/record_office/record_offices_in_devon/guide_sources/crime/dartmoor_prison.htm> or http://tinyurl.com/nt46sp Even allowing for the earlier conviction, are you certain (without additional evidence) that the 1891 newspaper reference (to David Moses, rather than to David Bowen Moses) relates to the same person as the 1901 Dartmoor census? There were certainly a fair number of other people called David Moses who were around in England & Wales during the 1890s. AJ
