You are correct in that this is a document from the Directors of the Oude West India Company in Brazil. At the top of page 2 is a date which appears to be "xen Febrúarij Jaers xvij Sestenvijftich" or 10th February in the year 1650. I've looked at several of the documents relating to the West India Company but not many in Brazil so this looks like an interesting document.
