One problem many private family owned cemeteries have had, is that when they wish to fence in the cemetery, with a permanent fence, getting funding is hard, since they don't actually own the land and many people don't wish to put money into a project they won't own in the long run, location on someone else's property is an issue if there is not a path, and permission from the owner can be a real problem. Owners often don't wish to permit access simply because they don't want strangers crossing their land. Many of these private cemeteries don't have trustees or anyone looking out for them actually.
