The registrar would not be present at the birth, so was it the custom for the midwife or doctor to note down the time, if so they would still do this even if the second child was still born. When the birth was registered what was the procedure? Perhaps a particular registrar asked what the time of birth was and wrote it down especially in the early years of the registration system.
