My understanding is that if someone wants to make a private reply they use the listers own email address rather than use reply to all. As you say, if someone has posted a question we would all like to see the reply if possible, but if the reply contains something personal or they wish to attach an item, then they use just the reply option. But the idea of the list is to share information so we can all benefit from the questions and answers, so lister when replying please remember to, reply to all, when ever possible. If someone does send a private reply I have found that on some lists this same person will post saying that they have replied off list. Vanessa  All records are subject to error.
