The site is not informative as to who they are but much of their rules and regs appear to have been taken from USGenWeb so my guess would be some former USGenWeb members. In any event, it is FREE. Although some of the ads are not clearly ads that is true of all too many sites. Use it as you would anything on the internet -- verify all information.
