Yes, this is the case. My G---G Grandfather, Emanuel Downing was the father of Sir George Downing and our records indicate as well that this is the case regarding the disposition of the houses he caused to be built in the old axe yard area of Whitehall - which he later named Downing Street. I believe that it was his grandson, also a baronet and the last of his heirs, transfered the property to the government at the time of his providing the means for establishing Downing College at Cambridge.
