Shauna, I found a Thomas G. Downing in Texas Divorce Index born abt 1945. He married Gladys E. Downing 19 Jan. 1974 and divorced 16 Dec. 1976. They lived in Bell County Texas. They had one child. In the 1930 census of Bell County Texas, there are alot of Downings in Bell County. Chester E. with a wife Molisa A. with children Chester E. Jr. born abt 1912, Carl born abt. 1914 and a third son born abt.1915. Cannot read his name. One of these boys could be the father of Thomas G. Downing. Hope this helps.
