This Robert was my G Uncle. His Parents were John and Naomi Dover, After Naomi died John moved to Cocke County to be closer to his son Robert and his brother Gus, in 1911 he married the Mary L. shown in the 1920 TN Cocke County census. Our family records show that Roberts wives were sisters and Robert maried Mary after Thula's death. I hope this helps.
