Pendleton District/County was the northwest corner of South Carolina. The 1797-1810 years are important for the Dover family in this area which currently includes at least Francis Dover and John Dover. There's strong clues that some of the allied names in the Pendleton area during these years have connections with Lincoln Co., NC, York, SC AND BUNCOMBE, NC. The most notable family is STARRETT which appears to connect with Lincoln, York, Buncombe and Pendleton ... always in the middle of known DOVER families. I still can't figure out whether the 1800 John Dover in Pendleton is the same John Dover in 1810 Pendleton. I suspect that Francis Davis in the 1800 Pendleton census is Francis J. Dover. There appears to be both deed witnesses and census names which suggest some of these people knew both John Dover and Francis Dover and that Francis and John might be related.
