Do you know Elizabeth's maiden/previous name, if so have you checked for Walter's birth registration under that name? There is a strong likelihood that he was born before they were married - I noticed in the 1891 census that he is 10 years older than the next sibling in the family, which possibly may indicate that he is not the son of Walter "Senior". Also his birth is more likely to have been in 1874 according to the census records (statistically if aged 6 in the 1881 census, then as the census was taken on April 3rd there is a 2:1 probability roughly that he was born in 1874 - sadly Ancestry, FMP and others always use the approx birth year calculation poorly).
