Hello Richard, I would suggest you get in touch with the Dorset Record Office in Dorchester. You can e-mail them & ask them if they have a copy of the licence if it still exists. If you keep the request brief they will probably give you this information but you will have to pay for a copy of the licence. As regards why there are so many marriages by licence maybe there is a large naval or merchant navy settlement or even military, you do not say what his occupation was.
