Janice, The Tithe Applotment Books are just a list of who held (leased) the land so that they could be charged tithes for the church. Therefore, like any other type of land holding, there is no law against anyone under 21 holding land. However, it is much more likely to be someone over 21, who has moved out of home and who has married and leased their own farm, or small garden. And of course, that person could also be any age up to 80s.
