If your relative was naturalized in your region/district,or perhaps county, that local government can tell you that local office where the records are by now computerized. I paid a few dollars to have them make a stamped official copy of Petition, Declaration, etc of my grandfather's. I am not familiar with the "apostille" phrase., but I hope the rest will help you. I did this for my grandfather and it cost less than $40. Maybe inflation has taken a toll in the intervening 6 years, but $500 to $600 seems way to high. BTW, my grandfather never had a US passport, he never needed one. But it might make a difference that he died in 1945. Contact the Naturalization department. They are easy to find on the Internet.
